why does dark theme not stay dark all the time? I notice in my web browser that during refresh it changes to the bright theme, then I have to back and switch it again

If I make my link (http://www.weather911.net/pwsWD/?theme=dark) public, how do I remove the “Home” and “Menu” buttons at the top left?

Can I use a tablet to display the above link and have it display in landscape mode, similar to desktop appearance?
