I think that you will have to do a search on the forum about it, my weather display live is still working here but you may have to allow flash to work in your browser.

If you want the original Flash WDL the download is now here. You can contact Brian to buy a license. The world has turned against Flash and Fresh Weather Display Live is a free/donationware replacement that uses javascript instead.
If you want a page like your example which uses AJAX to re-write the data your best bet is to use a template such as the one supported by Ken True at https://saratoga-weather.org/index.php

flash is not very well supported now, hence other alternatives like freshwdl and steel gauges
