Any idea why every 5 minutes when Weather Display uploads to FTP everything just seems to stop for 3 seconds and then continue? It affects mouse movement and other apps.

What CPU and memory?
AMD FX-8350 4GHZ Processor
8GB Ram

Check your CPU usage during that time.
yes, using task manager, especially of the ftp program
you could try a full install of WD again
Thanks to all who responded. 
The freezing has stopped since I reloaded install file v10.37S Build 66 and restarted my PC. I’m still having an issue with Internet File Creation and uploads. File#29 (Special custom file convers.) doesn’t seem to upload every 5 minutes. If I change it to every minute, it works fine. Thoughts?
you would need to check the ftp log I would think
