It's a Fogbow!

Are we not just seeing part of a halo effect here?
I don’t see how fog makes a rainbow without a spectrum unless it’s ice particles.

According to NASA it’s because the water drops are too small to act as prisms.

“The fogbow’s relative lack of colors are caused by the relatively smaller water drops. The drops … are so small that the quantum mechanical wavelength of light becomes important and smears out colors that would be created by larger rainbow water drops acting like small prisms reflecting sunlight.”
