Visibility question and how-to?

When I use the %visibilitykm% tag on my webpage, the value is always "---".  Does this mean it's Unlimited or does it mean that there is no current value?  There must be a value because the weather this morning is patches of fog.  Fog usually brings down the visibility, does it not? :)

I can use the Metar visibility %downloadedmetar1vis%, but that shows the value in Miles rather than kilometers.

Any ideas?
