Wind Measurement

A question that has me puzzled and I can’t seem to find the answer.

The National Weather Service has daily reports for every station. My station (LWX) reports the wind in the following manner:

WIND (MPH)
HIGHEST WIND SPEED 29 HIGHEST WIND DIRECTION W (280)
HIGHEST GUST SPEED 37 HIGHEST GUST DIRECTION W (290)
AVERAGE WIND SPEED 11.7

Notice that the highest wind speed is not the highest “Gust” speed? I would think that the highest gust would be the highest wind speed…what is the definition of these and why do they report this way? #-o

HIGHEST GUST is the highest instantaneous speed
HIGHEST WIND SPEED is highest speed maintained over a period of ‘x’ minutes (typically x=2)

Ok, this makes perfect sense to me now. Thanks for the insight.
