Would it be possible in the next release of VPLive to add an selectable offset of say 0-10 minutes on when to execute the WeatherLink executable file after the initial start up of VPLive?

For instance, I usually use an 8 hour 'schedule frequency' which executes on the hour.  Would like to have VPLive execute every 8 hours and wait an additional 6 minutes until all the other programs have finished their hourly updating.

Yes, that's possible, and shouldn't be too difficult to add. I have some other things on the stack to do before working up the next release of VPLive.
