after the first release of 2016 i would know from you the best time to schedule all Wxsim programs to improve much more our forecasts.
My Wxsim schedule is:
Wxsimate 4 run at Day: 3.05 / 7.05 / 1.05pm / 7.05pm
Wxsimlite 4 run at Day: 3.10 / 7.10 / 1.10pm / 7.10pm
Wxsim 4 run at Day: 3.14 / 7.14 / 1.14pm / 7.14pm
Uploads on my site at: 3.30 / 7.30 / 1.30pm / 7.30pm
Wxsimlite analisys every day at 2.00am
Autolearn run every day at 4.00am

I make the assumption that the info you supplied above is in your local Time (Not “UTC/Zulu”) it would help if you used “UTC”.
My times in UTC are below and I never vary them during DST/ST.
Wxsimate run (UTC): 19.02utc / 01.02utc / 07.02utc / 13.02utc Wxsimlite run (UTC): 19.07utc / 01.07utc / 07.07utc / 13.07utc Wxsim run (UTC): 19.10utc / 01.10utc / 07.10utc / 13.10utc
Wxsimlite analisys every day at 1.00am (in my case = 15utc)
Autolearn run every day at 3.00am {in my case = 17utc)
I suppose at the end of the day, it depends on how close you wish to ride against the wind.
As I use the times to ensure that during DST I’m close without being top of the hour of (In my case Sam Bohler) data being available.
And during ST (maybe a tad too late (an hour late) but saves heaps of rework on many scripts.

Below may explain my (1 hour later reason). I know I should change them each time we swing to ST , but just too many scripts and schedulers to change so I just leave it all year set to same run times locally.
