It seems the Panasonic does not need an enclosure, and I have seen others use a Logitech under the eaves outside without any protection at all either.   Although I would not class the Logitech as IP65 rated, so I would trial the Panasonic placed wherever you wanted it to be and if it has problems and has a moisture issue, then you can dry it out inside and arrange a box for it.  I would follow Niko's suggestion and just trial it anyway.  Most of what I was describing is either available from any hardware store or the resistors from an electronics shop.

I would start with an open enclosure, like a bird house without a front panel (maybe also without a bottom panel, just so that the rain and sun doesn't hit it directly. You will need a long cat 5 network cable from the cam to the power injector, and then a shorter cat 5  cable from the power injector to the router (there may be a short one included, not sure). If you don't have the tools and expertise to make your own cable then buy a ready made one, 100' ones are pretty cheap on ebay. You'll have to think how to protect the cable, ideally run it in pvc conduit or water pipe.

They do make outdoor rated cat5 but it's more expensive like http://www.provantage.com/tripp-lite-n007-100-gy~7TRPA1EL.htm you can also get direct burial cat5 but I think only as bulk cable, not made up cables. To make a cable you would need the RJ45 crimp tool and the connectors, I have those, I've done it a few times, and IME unless you have a lot of practice (which I don't) it's quite a tricky little exercise.

Info, the Evansville Home Depot has inexpensive quailty pre-made cat5 cables. I'd suggest buying that, and putting it in PVC 3/4" conduit. The conduit is cheap, something like $2.50 per 10'.

In the N Hemisphere it's best to point a webcam between NE and NW (so it doesn't look directly into the sun) if that helps the decision.
