What does "perhaps locally" mean?

Hi folks, in a weather forecast as seen below, what does “Perhaps locally” mean?

There is a risk of significant accumulations, with perhaps locally 10cm leading to some disruption to travel.

It means the ‘event’ could be confined to very small area , ie a couple of square miles away, nothing of note, whereas ‘locally’ to where you are at, you could get 10cm (or vice versa). In other words, the 10cm not expected across the whole risk area/region but possibly in some places within that region.

It means perhaps in “small local areas” within the forecast area but not the whole forecast area.
‘Local’ to where you live.
e.g. Perhaps Derby and Not Leicester or Rutlnad and not Leicester.
