Your two sites are on different physical servers (I just pinged them), so I would be very surprised if it really works that way. Even if it did your neighbors’ kids still wouldn’t figure into the calculation. I have 5 consecutive IP’s so the first four thing would prevent me from having 10 FTP sessions open 
Two concurrent sessions is really limiting
