clientraw.txt HELP (Advanced Internet Settings)

My clientraw.txt file is not being created.  I'm using Advanced Internet Settings for wx pages and they are being created fine- but when I schedule or manually (create this file now button) create the clientrax.txt file, it does not get created.  I also get this error in my FTP log when I try to upload (Upload this file now button) the file to the internet:

Checking for next FTP agenda....
there are 1 more things to do
Doing ftp upload
Checking there are files to upload
There are more files to upload
File does not exist C:\Program Files\wdisplay\webfiles\clientraw.txt
No more files to upload

Any idea what is preventing the file from being created?

I would try setting it up under control panel -> Web Files/Web page Real Time FTP/WDL --> Real Time client ftp tab.  This is the normal way to create and upload the client raw files.  Also disable the settings in Internet File Creation & Uploads  #28.
